Feasibility ofpilot model of reproductive health care training for in-service personnel network

Objective

To assess the feasibility of a pilot model of reproductive health care training (RHC) for in-service personnel network, focusing o­n its acceptance by healthcare managers and professionals, neighboring provinces, and international donors

 

Methods

Secondary data analysis, in-depth interview, and focus group discussion

 

Results

-In-service training in reproductive healthcare for healthcare workers was an urgent need but was not paid due attention.

-This training model adequately responded to the open mechanism and decentralization in healthcare training introduced by the Ministry of Health (MoH), as well as met the training needs of health officers at all levels.

-The model brought about many benefits to stakeholders in reproductive health sector.

-There was still a lack of close cooperation between other local training institutions such as medical colleges and obstetric hospitals.

-The model received support from a number of management leaders, healthcare professionals, international counterparts, and neighboring provinces.

-Affordability of participants and institutions in adjacent provinces was limited at current time but could potentially be improved in the future.

Recommendations

-MoH should provide guidelines o­n provincial RHC training facilities; compensation policy for provincial trainers; training strategy for in-servicehealthcare workers at all levels; and professional criteria and standards for each position in RHC.

-Provincial Health Departments should take an active role in RHC in-service training needs assessment, planning, resource mobilization, implementation, and monitoring and evaluation.

-The project should add some new aspects to the training concent including reproductive health counseling for juveniles and in-service training for midwives from commune health stations.
